I've just had a flick and Pattern H from Stylish Dress Book (STB): Simply Smocks, Dresses and Tops, as well as Pattern Q from STB: Clothing for Everyday Wear might be modifiable pretty easily. Pattern H has a slight bell sleeve you could trim down and a good basic bodice (just chop at the length you want the bodice and add a gathered peplum) and Pattern Qhas a short sleeve you could simply lengthen. Both have a front neckline slit, but that could easily be omitted (that's what I did).
